NASIG 2010: What Counts? Assessing the Value of Non-Text Resources

Anyone who does anything with use statistics or assessment knows why use statistics are important and the value of standards like COUNTER. But, how do we count the use of non-text content that doesn’t fit in the categories of download, search, session, etc.? What does it mean to “use” these resources?

Of the libraries surveyed that collect use stats for non-text resources, they mainly use them to report to administrators and determine renewals. A few use it to evaluate the success of training or promote the resource to the user community. More than a third of the respondents indicated that the stats they have do not adequately meet the needs they have for the data.

ARTstor approached COUNTER and asked that the technical advisory group include representatives from vendors that provide non-text content such as images, video, etc. Currently, the COUNTER reports are either about Journals or Databases, and do not consider primary source materials. One might think that “search” and “sessions” would be easy to track, but there are complexities that are not apparent.

Consider the Database 1 report. With a primary source aggregator like ARTstor, who is the “publisher” of the content? For ARTstor, search is only 27% of the use of the resource. 47% comes from image requests (includes thumbnail, full-size, printing, download, etc.) and the rest is from software utilities within the resource (creation of course folders, passwords creation, organizing folders, annotations of images, emailing content/URLs, sending information to bibliographic management tools, etc.).

The missing metric is the non-text full content unit request (i.e. view, download, print, email, stream, etc.). There needs to be some way of measuring this that is equivalent to the full-text download of a journal article. Otherwise, cost per use analysis is skewed.

What is the equivalent of the ISSN? Non-text resources don’t even have DOIs assigned to them.

On top of all of that, how do you measure the use of these resources beyond the measurable environment? For example, once an image is downloaded, it can be included in slides and webpages for classroom use more than once, but those uses are not counted. ARTstor doesn’t use DRM, so they can’t track that way.

No one is really talking about how to assess this kind of usage, at least not in the professional library literature. However, the IT community is thinking about this as well, so we may be able to find some ideas/solutions there. They are being asked to justify software usage, and they have the same lack of data and limitations. So, instead of going with the traditional journal/database counting methods, they are attempting to measure the value of the services provided by the software. The IT folk identify services, determine the cost of those services, and identify benchmarks for those costs.

A potential report could have the following columns: collection (i.e. an art collection within ARTstor, or a university collection developed locally), content provider, platform, and then the use numbers. This is basic, and can increase in granularity over time.

There are still challenges, even with this report. Time-based objects need to have a defined value of use. Resources like data sets and software-like things are hard to define as well (i.e. SciFinder Scholar). And, it will be difficult to define a report that is one size fits all.

CIL 2010: Library Engagement Through Open Data

Library data is meaningless in and of itself – you need to interpret it to give it meaning. Piotr Adamczyk did much of the work for the presentation, but was not able to attend today due to a schedule conflict.

They created the visual dashboard for many reasons, including a desire to expose the large quantities of data they have collected and stored, but in a way that is interesting and explanatory. It’s also a handy PR tool for promoting the library to benefactors, and to administrators who are often not aware of the details of where and how the library is being effective and the trends in the library. Finally, the data can be targeted to the general public in ways that catch their attention.

The dashboard should also address assessment goals within the library. Data visualization allows us to identify and act upon anomalies. Some visualizations are complex, and you should be sensitive to how you present it.

The ILS is a great source of circulation/collections data. Other statistics can come from the data collected by various library departments, often in spreadsheet format. Google Analytics can capture search terms in catalog searches as well as site traffic data. Download/search statistics from eresources vendors can be massaged and turned into data visualizations.

The free tools they used included IMA Dashboard (local software, Drupal Profile) and IBM Many Eyes and Google Charts (cloud software). The IMA Dashboard takes snapshots of data and publishes it. It’s more of a PR tool.

Many Eyes is a hosted collection of data sets with visualization options. One thing I like was that they used Google Analytics to gather the search terms used on the website and presented that as a word cloud. You could probably do the same with the titles of the pages in a page hit report.

Google Chart Tools are visualizations created by Google and others, and uses Google Spreadsheets to store and retrieve the data. The motion charts are great for showing data moving over time.

Lessons learned… Get administrative support. Identify your target audience(s). Identify the stories you want to tell. Be prepared for spending a lot of time manipulating the data (make sure it’s worth the time). Use a shared repository for the data documents. Pull from data your colleagues are already harvesting. Try, try, and try again.

ER&L 2010: We’ve Got Issues! Discovering the right tool for the job

The speaker is from a digital repository, so the workflow and needs may be different than your situation. Their collections are very old and spread out among several libraries, but are still highly relevant to current research. They have around 15 people who are involved in the process of maintaining the digital collection, and email got to be too inefficient to handle all of the problems.

The member libraries created the repository because they have content than needed to be shared. They started with the physical collections, and broke up the work of scanning among the holding libraries, attempting to eliminate duplications. Even so, they had some duplication, so they run de-duplication algorithms that check the citations. The Internet Archive is actually responsible for doing the scanning, once the library has determined if the quality of the original document is appropriate.

The low-cost model they are using does not produce preservation-level scans; they’re focusing on access. The user interface for a digital collection can be more difficult to browse than the physical collection, so libraries have to do more and different kinds of training and support.

This is great, but it caused more workflow problems than they expected. So, they looked at issue tracking problems. Their development staff already have access to Gemini, so they went with that.

The issues they receive can be assigned types and specific components for each problem. Some types already existed, and they were able to add more. The components were entirely customized. Tasks are tracked from beginning to end, and they can add notes, have multiple user responses, and look back at the history of related issues.

But, they needed a more flexible system that allowed them to drill-down to sub-issues, email v. no email, and a better user interface. There were many other options out there, so they did a needs assessment and an environmental scan. They developed a survey to ask the users (library staff) what they wanted, and hosted demos of options. And, in the end, Gemini was the best system available for what they needed.

ER&L 2010: Adventures at the Article Level

Article level, for those familiar with link resolvers, means the best link type to give to users. The article is the object of pursuit, and the library and the user collaborate on identifying it, locating it, and acquiring it.

In 1980, the only good article-level identification was the Medline ID. Users would need to go through a qualified Medline search to track down relevant articles, and the library would need the article level identifier to make a fast request from another library. Today, the user can search Medline on their own; use the OpenURL linking to get to the full text, print, or ILL request; and obtain the article from the source or ILL. Unlike in 1980, the user no longer needs to find the journal first to get to the article. Also, the librarian’s role is more in providing relevant metadata maintenance to give the user the tools to locate the articles themselves.

In thirty years, the library has moved from being a partner with the user in pursuit of the article to being the magician behind the curtain. Our magic is made possible by the technology we know but that our users do not know.

Unique identifiers solve the problem of making sure that you are retrieving the correct article. CrossRef can link to specific instances of items, but not necessarily the one the user has access to. The link resolver will use that DOI to find other instances of the article available to users of the library. Easy user authentication at the point of need is the final key to implementing article-level services.

One of the library’s biggest roles is facilitating access. It’s not as simple as setting up a link resolver – it must be maintained or the system will break down. Also, document delivery service provides an opportunity to generate goodwill between libraries and users. The next step is supporting the users preferred interface, through tools like LibX, Papers, Google Scholar link resolver integration, and mobile devices. The latter is the most difficult because much of the content is coming from outside service providers and the institutional support for developing applications or web interfaces.

We also need to consider how we deliver the articles users need. We need to evolve our acquisitions process. We need to be ready for article-level usage data, so we need to stop thinking about it as a single-institutional data problem. Aggregated data will help spot trends. Perhaps we could look at the ebook pay-as-you-use model for article-level acquisitions as well?

PIRUS & PIRUS 2 are projects to develop COUNTER-compliant article usage data for all article-hosting entities (both traditional publishers and institutional repositories). Projects like MESUR will inform these kinds of ventures.

Libraries need to be working on recommendation services. Amazon and Netflix are not flukes. Demand, adopt, and promote recommendation tools like bX or LibraryThing for Libraries.

Users are going beyond locating and acquiring the article to storing, discussing, and synthesizing the information. The library could facilitate that. We need something that lets the user connect with others, store articles, and review recommendations that the system provides. We have the technology (magic) to make it available right now: data storage, cloud applications, targeted recommendations, social networks, and pay-per-download.

How do we get there? Cover the basics of identify>locate>acquire. Demand tools that offer services beyond that, or sponsor the creation of desired tools and services. We also need to stay informed of relevant standards and recommendations.

Publishers will need to be a part of this conversation as well, of course. They need to develop models that allow us to retain access to purchased articles. If we are buying on the article level, what incentive is there to have a journal in the first place?

For tenure and promotion purposes, we need to start looking more at the impact factor of the article, not so much the journal-level impact. PLOS provides individual article metrics.

ER&L 2010: Usage Statistics for E-resources – is all that data meaningful?

Speaker: Sally R. Krash, vendor

Three options: do it yourself, gather and format to upload to a vendor’s collection database, or have the vendor gather the data and send a report (Harrassowitz e-Stats). Surprisingly, the second solution was actually more time-consuming than the first because the library’s data didn’t always match the vendor’s data. The third is the easiest because it’s coming from their subscription agent.

Evaluation: review cost data; set cut-off point ($50, $75, $100, ILL/DocDel costs, whatever); generate list of all resources that fall beyond that point; use that list to determine cancellations. For citation databases, they want to see upward trends in use, not necessarily cyclical spikes that average out year-to-year.

Future: Need more turnaway reports from publishers, specifically journal publishers. COUNTER JR5 will give more detail about article requests by year of publication. COUNTER JR1 & BR1 combined report – don’t care about format, just want download data. Need to have download information for full-text subscriptions, not just searches/sessions.

Speaker: Benjamin Heet, librarian

He is speaking about University of Notre Dame’s statistics philosophy. They collect JR1 full text downloads – they’re not into database statistics, mostly because fed search messes them up. Impact factor and Eigen factors are hard to evaluate. He asks, “can you make questionable numbers meaningful by adding even more questionable numbers?”

At first, he was downloading the spreadsheets monthly and making them available on the library website. He started looking for a better way, whether that was to pay someone else to build a tool or do it himself. He went with the DIY route because he wanted to make the numbers more meaningful.

Avoid junk in junk out: HTML vs. PDF downloads depends on the platform setup. Pay attention to outliers to watch for spikes that might indicate unusual use by an individual. The reports often have bad data or duplicate data on the same report.

CORAL Usage Statistics – local program gives them a central location to store user names & passwords. He downloads reports quarterly now, and the public interface allows other librarians to view the stats in readable reports.

Speaker: Justin Clarke, vendor

Harvesting reports takes a lot of time and requires some administrative costs. SUSHI is a vehicle for automating the transfer of statistics from one source to another. However, you still need to look at the data. Your subscription agent has a lot more data about the resources than just use, and can combine the two together to create a broader picture of the resource use.

Harrassowitz starts with acquisitions data and matches the use statistics to that. They also capture things like publisher changes and title changes. Cost per use is not as easy as simple division – packages confuse the matter.

High use could be the result of class assignments or hackers/hoarders. Low use might be for political purchases or new department support. You need a reference point of cost. Pricing from publishers seems to have no rhyme or reason, and your price is not necessarily the list price. Multi-year analysis and subject-based analysis look at local trends.

Rather than usage statistics, we need useful statistics.

Ithaka’s What to Withdraw tool

Have you seen the tool that Ithaka developed to determine what print scholarly journals you could withdraw (discard/store) that are already in your digital collections? It’s pretty nifty for a spreadsheet. About 10-15 minutes of playing with it and a list of our print holdings resulted in giving me a list of around 200 or so actionable titles in our collection, which I passed on to our subject liaison librarians.

The guys who designed it are giving some webinar sessions, and I just attended one. Here are my notes, for what it’s worth. I suggest you participate in a webinar if you’re interested in it. The next one is tomorrow and there’s one on February 10th as well.


Background

  • They have an organizational commitment to preservation: JSTOR, Portico, and Ithaka S+R
  • Libraries are under pressure to both decrease their print collections and to maintain some print copies for the library community as a whole
  • Individual libraries are often unable to identify materials that are sufficiently well-preserved elsewhere
  • The What to Withdraw framework is for general collections of scholarly journals, not monographs, rare books, newspapers, etc.

  • Commissioned Candace Yano (operations researcher at UC Berkeley) to develop a model for copies needed to meet preservation goals, with the annual loss rate of 0.1% for a dark archive.
    • As a result, they found they needed only two copies to have a >99% confidence than they will still have remaining copies left in twenty years.
    • As a community, this means we need to be retaining at least two copies, if not more.

Decision-Support Tool (proof of concept)

  • JSTOR is an easy first step because many libraries have this resource and many own print copies of the titles in the collections and Harvard & UC already have dim/dark archives of JSTOR titles
  • The tool provides libraries information to identify titles held by Harvard & UC libraries which also have relatively few images

Future Plans

  • Would like to apply the tool to other digital collections and dark/dim archives, and they are looking for partners in this
  • Would also like to incorporate information from other JSTOR repositories (such as Orbis-Cascade)

NASIG 2009: What Color Is Your Paratext?

Presenter: Geoffrey Bilder, CrossRef

The title is in reference to a book that is geared towards preparing for looking for a new job or changing careers, which is relevant to what the serials world is facing, both personnel and content. Paratext is added content that prepares the audience/reader for the meat of the document. We are very good at controlling and evaluating credibility, which is important with conveying information via paratext.

The internet is fraught with false information, which undermines credibility. The publisher’s value is being questioned because so much of their work can be done online at little or no cost, and what can’t be done cheaply is being questioned. Branding is increasingly being hidden by layers like Google which provide content without indicating the source. The librarian’s problem is similar to the publisher’s. Our value is being questioned when the digital world is capable of managing some of our work through distributed organizational structures.

“Internet Trust Anti-Pattern” — a system starts out as being a self-selected core of users with an understanding of trust, but as it grows, that can break down unless there is a structure or pervasive culture that maintains the trust and authority.

Local trust is that which is achieved through personal acquaintance and is sometimes transitive. Global trust extends through proxy, which transitively extends trust to “strangers.” Local is limited and hard to expand, and global increases systemic risk.

Horizontal trust occurs among equals with little possibility of coercion. Vertical trust occurs within a hierarchy, and coercion can be used to enforce behavior, which could lead to abuse.

Internet trust is in the local and horizontal quadrant. Scholarly trust falls in the vertical and global quadrant. It’s no wonder we’re having trouble figuring out how to do scholarship online!

Researchers have more to read and less time to read it, and it’s increasing rapidly. We need to remember that authors and readers are the same people. The amazing ways that technology has opened up communication is also causing the overload. We need something to help identify credible information.

Dorothea Salo wrote that for people who put a lot of credibility in authoritative information, we don’t do a very good job of identifying it. She blames librarians, but publishers have a responsibility, too. Heuristics are important in knowing who the intended audience is meant to be.

If you find a book at a bargain store, the implication is that it is going to be substantially less authoritative than a book from a grand, old library. (There are commercial entities selling leather bound books by the yard for buyers to use to add gravitas to their offices and personal libraries.) Scholarly journals are dull and magazines are flashy & bright. Books are traditionally organized with all sorts of content that tells academics whether or not they need to read them (table of contents, index, blurbs, preface, bibliography, etc.).

If you were to black out the text of a scholarly document, you would still be able to identify the parts displayed. You can’t do that very well with a webpage.

When we evaluate online content, we look at things like the structure of the URL and where it is linked from. In the print world, citations and footnotes were essential clues to following conversations between scholars. Linking can do that now, but the convention is still more formal. Logos can also tell us whether or not to put trust in content.

Back in the day, authors were linked to printers, but that lead to credibility problems, so publishers stepped in. Authors and readers could trust that the content was accurate and properly presented. Now it’s not just publishers — titles have become brands. A journal reputation is almost more important than who is publishing it.

How do we help people learn and understand the heuristics in identifying scholarly information? The processes for putting out credible information is partially hidden — the reader or librarian doesn’t know or see the steps involved. We used to not want to know, but now we do, particularly since it allows us to differentiate between the good players and the bad players.

The idea of the final version of a document needs to be buried. Even in the print world (with errata and addenda) we were deluding ourselves in thinking that any document was truly finished.

Why don’t we have a peer reviewed logo? Why don’t we have something that assures the reader that the document is credible? Peer review isn’t necessarily perfect or the only way.

How about a Version of Record record? Show us what was done to a document to get it to where it is now. For example, look at Creative Commons. They have a logo that indicates something about the process of creating the document which leads to machine-readable coding. How about a CrossMark that indicates what a publisher has done with a document, much like what a CC logo will lead to?

Knowmore.org created a Firefox plugin to monitor content and provides icons that flags companies and websites for different reasons. Oncode is a way of identifying organizations that have signed a code of conduct. We could do this for scholarly content.

Tim Berners Lee is actively advocating for ways to overlay trust measures on the internet. It was originally designed by academics who didn’t need it, but like the internet anti-trust pattern, the “unwashed masses” have corrupted that trust.

What can librarians and publishers do to recreate the heuristics that have been effective in print? We are still making facsimiles of print in electronic format. How are we going to create the tools that will help people evaluate digital information?

NASIG 2009: ERMS Integration Strategies – Opportunity, Challenge, or Promise?

Speakers: Bob McQuillan (moderator), Karl Maria Fattig, Christine Stamison, and Rebecca Kemp

Many people have an ERM, some are implementing it, but few (in the room) are where they consider to be finished. ERMS present new opportunity and challenges with workflow and staffing, and the presenters intend to provide some insight for those in attendance.

At Fattig’s library, their budget for electronic is increasing as print is decreasing, and they are also running out of space for their physical collections. Their institution’s administration is not supportive of increasing space for materials, so they need to start thinking about how to stall or shrink their physical collection. In addition, they have had reductions in technical services staffing. Sound familiar?

At Kemp’s library, she notes that about 40% of her time is spent on access setup and troubleshooting, which is an indication of how much of their resources is allocated for electronic resources. Is it worth it? They know that many of their online resources are heavily used. Consorital “buying clubs” makes big deals possible, opening up access to more resources than they could afford on their own. Electronic is a good alternative to adding more volumes to already over-loaded shelves.

Stamison (SWETS) notes that they have seen a dramatic shift from print to electronic. At least two-thirds of the subscriptions they handle have an electronic component, and most libraries are going e-only when possible. Libraries tell them that they want their shelf space. Also, many libraries are going direct to publishers for the big deals, with agents getting involved only for EDI invoicing (cutting into the agent’s income). Agents are now investing in new technologies to assist libraries in managing e-collections, including implementing access.

Kemp’s library had a team of three to implement Innovative’s ERM. It took a change in workflow and incorporating additional tasks with existing positions, but everyone pulled through. Like libraries, Stamison notes that agents have had to change their workflow to handle electronic media, including extensive training. And, as libraries have more people working with all formats of serials, agents now have many different contacts within both libraries and publishers.

Fattig’s library also reorganized some positions. The systems librarian, acquisitions librarian, and serials & electronic resources coordinator all work with the ERMS, pulling from the Serials Solutions knowledge base. They have also contracted with someone in Oregon to manage their EZproxy database and WebBridge coverage load. Fattig notes that it takes a village to maintain an ERMS.

Agents with electronic gateway systems are working to become COUNTER compliant, and are heavily involved with developing SUSHI. Some are also providing services to gather those statistics for libraries.

Fattig comments that usage statistics are serials in themselves. At his library, they maintained a homegrown system for collecting usage statistics from 2000-07, then tried Serials Solutions Counter 360 for a year, but now are using an ERM/homegrown hybrid. They created their own script to clean up the files, because as we all know, COUNTER compliance means something different to each publisher. Fattig thinks that database searches are their most important statistics for evaluating platforms. They use their federated search statistics to weigh the statistics from those resources (will be broken out in COUNTER 3 compliance).

Kemp has not been able to import their use stats into ERM. One of their staff members goes in every month to download stats, and the rest come from ScholarlyStats. They are learning to make XML files out of their Excel files and hope to use the cost per use functionality in the future.

Fattig: “We haven’t gotten SUSHI to work in some of the places it’s supposed to.” Todd Carpenter from NISO notes that SUSHI compliance is a requirement of COUNTER 3.

For the next 12-18 months, Fattig expects that they will complete the creation of license and contact records, import all usage data, and implement SUSHI when they can. They will continue to work with their consorital tool, implement a discovery layer, and document everything. Plans to create a “cancellation ray gun and singalong blog” — a tool for taking criteria to generate suggested cancellation reports.

Like Fattig, Kemp plans to finish loading all of the data about license and contacts, also the coverage data. Looking forward to eliminating a legacy spreadsheet. Then, they hope to import COUNTER stats and run cost/use reports.

Agents are working with ONIX-PL to assist libraries in populating their ERMS with license terms. They are also working with CORE to assist libraries with populating acquisitions data. Stamison notes that agents are working to continue to be liaisons between publishers, libraries, and system vendors.

Dan Tonkery notes that he’s been listening to these conversations for years. No one is serving libraries very well. Libraries are working harder to get these things implemented, while also maintaining legacy systems and workarounds. “It’s too much work for something that should be simple.” Char Simser notes that we need to convince our administrations to move more staff into managing eresources as our budgets are shifting more towards them.

Another audience member notes that his main frustration is the lack of cooperation between vendors/products. We need a shared knowledge base like we have a shared repository for our catalog records. This gets tricky with different package holdings and license terms.

Audience question: When will the ERM become integrated into the ILS? Response: System vendors are listening, and the development cycle is dependent on customer input. Every library approaches their record keeping in different ways.

NASIG 2009: Managing Electronic Resource Statistics

We have the tools and the data, now we need to use them to the best advantage. Statistics, along with other data, can create a picture of how our online resources are being used.

Traditionally, we have gathered stats by counting when re-shelving, ILL, gate counts, circulation, etc. Do these things really tell us anything? Stats from eresources can tell us much more, in conjunction with information about the paths we create to them.

Even with standards, we can run into issues with collecting data. Data can be “unclean” or incorrectly reported (or late). And, not all publishers are using the standards (i.e. COUNTER).

After looking at existing performance indicators, applying them to electronic resources, then we can look at trends with our electronic resources. This can help us with determining the return on investment in these resources.

Keep a master list of stats in order to plan out how and when to gather them. Keep the data in a shared location. Be prepared to supply data in a timely fashion for collection development decision-making.

When you are comparing resources, it’s up to individual institutions to determine what is considered low or high use. Look at how the resources stack up within the over-all collection.

When assessing the value of a resource, Beals and her colleagues are looking at 2-3 years of use data, 10% cost inflation, and the cost of ILL. In addition, they make use of overlap analysis tools to determine where they have multiple formats or sources that could be eliminated based on which platforms are being used.

Providing readily accessible data in a user-friendly format empowers selectors to do analysis and make decisions.

NASIG 2009: Moving Mountains of Cost Data

Standards for ILS to ERMS to Vendors and Back

Acronyms you need to know for this presentation: National Information Standards Organization (NISO), Cost of Resource Exchange (CORE), and Draft Standard For Trial Use (DSFTU).

CORE was started by Ed Riding from SirsiDynix, Jeff Aipperspach from Serials Solutions, and Ted Koppel from Ex Libris (and now Auto-Graphics). The saw a need to be able to transfer acquisitions data between systems, so they began working on it. After talking with various related parties, they approached NISO in 2008. Once they realized the scope, it went from being just an ILS to ERMS transfer to also including data from your vendors, agents, consortia, etc, but without duplicating existing standards.

Library input is critical in defining the use cases and the data exchange scenarios. There was also a need for a data dictionary and XML schema in order to make sure everyone involved understood each other. The end result is the NISO CORE DSFTU Z39.95-200x.

CORE could be awesome, but in the mean time, we need a solution. Roach has a few suggestions for what we can do.

Your ILS has a pile of data fields. Your ERMS has a pile of data fields. They don’t exactly overlap. Roach focused on only eight of the elements: title, match point (code), record order number, vendor, fund, what paid for, amount paid, and something else she can’t remember right now.

For the database record match, she chose the Serials Solutions three letter database code, which was then put into an unused variable MARC field. For the journals, she used the SSID from the MARC records Serials Solutions supplies to them.

Things that you need to decide in advance: How do you handle multiple payments in a single fiscal year (What are you doing currently? Do you need to continue doing it?)? What about resources that share costs? How will you handle one-time vs. ongoing purchase? How will you maintain the integrity of the match point you’ve chosen?

The main thing to keep in mind is that you need to document your decisions and processes, particularly for when systems change and CORE or some other standard becomes a reality.
