NASIG 2012: Everyone’s a Player — Creation of Standards in a Fast-Paced Shared World

NISO is responsible for a lot of the things we work with all the time, by making the systems work more seamlessly and getting everyone on the same page. More than you may think. They operate on a staff of five: one who is the public face and cheerleader, one who travels to anywhere needed, one who makes sure that the documents are properly edited, and two who handle the technical aspects of the organization/site/commitees/etc.

Topic committees identify needs that become the working groups that tackle the details. Where there is an issue, there’s a working group, with many people involved in each.

New NISO work items consider:
What is not working and how it impacts stakeholders.
How it relates to existing efforts.
Beneficiaries of the deliverables and how.
Stakeholders.
Scope of the initiative.
Encouragement for implementation.

Librarians aren’t competitive in the ways that other industries might be, so this kind of work is more natural for them. The makeup of the working group tries to keep a balance so that no single interest category makes up the majority of the membership. Consensus is a must. They are also trying to make the open process aspect be more visible/accessible to the general public.

Library search has evolved quite a bit, from catalog searches that essentially replicated the card catalog process to federated searching to discovery interfaces to consolidated indexes. Libraries are increasingly moving towards these consolidated indexes to cover all aspects of their collections.

There is a need to bring some order to the market chaos this has created. Discovery brings value to library collections, but it brings some uncertainty to publishers. More importantly, uneven participation diminishes the impact, and right now the ecosystem is dominated by private agreements.

What is the right level of investment in tools that provide access to the millions of dollars of content libraries purchase every year? To be effective, these tools need to be comprehensive, so what do we need to do to encourage all of the players to participate and make the playing field fair to all. How do libraries figure out which discovery service is best for them?

The NISO Open Discovery Initiative hopes to bring some order to that chaos, and they plan to have a final draft by May 2013.

Speaker: Regina Reynolds, Library of Congress

From the beginning, ejournals have had many pain points. What brought this to a head was the problem with missing previous titles in online collections. Getting from a citation to the content doesn’t work when the name is different.

There were issues with missing or incorrect numbering, publishing statements, and dates. And then there are the publishers that used print ISSN for the electronic version. As publishers began digitizing back content, these issues grew exponentially. Guidelines were needed.

After many, many conversations, The Presentation & Identification of E-Journals (PIE-J) was produced and is available for comment until July 5th. The most important part is the three pages of recommended practices.

NASIG 2012: Copyright and New Technologies in the Library: Conflict, Risk and Reward

It used to be that libraries didn’t have to care about copyright because most of our practices were approved of by copyright law. However, what we do has changed (we are not in the age of the photocopier), but the law hasn’t progressed with it.

Getting sued is a new experience for libraries. Copyright law is developed through the court system, because the lawmakers can’t keep up with the changes in technology. This is a discovery process, because we find out more about how the law will be applied in these situations.

Three suits — Georgia State e-reserves, UCLA streamed digital video, and Hathi Trust & 5 partners for distributing digital scans and plans for orphaned works. In all three cases, the same defense is being used — fair use. In the Hathi Trust case, the author’s guild has asked the judge to not allow libraries to apply fair use to what they do because the copyright law covers specific things that libraries can do, even though it explicitly says it doesn’t negate fair use as well.

Whenever we talk about copyright, we are thinking about risk. Libraries and universities deal with risk all the time. Always evaluate the risk of allowing an activity against the risk of not doing it. Fair use is no different.

Without taking risks, we also abdicate rewards. What can we gain by embracing fair use? Take a look at the ARL Code of Best Practices in Fair Use for Academic & Research Libraries (which is applicable outside of the academic library context). The principles and limitations of fair use is more of a guide than a set of rules, and the best practices help understand practical applications of those guidelines.

From the audience: No library wants to be the one that wrecked fair use for everybody. Taking this risk is not the same as more localized risk-taking, as this could lead to a precedent-setting legal case.

These cases are not necessarily binding, they are a data point, and particularly so at the trial court level. However, the damages can be huge, and much more than many other legal risks we take. Luckily, in these cases, you are only liable for the actual damages, which are usually quite small.

The key question for fair use has been, “is the use transformative?” This is not what the law asks, but it came about because of an influential law review article by a judge who said this is the question he asked himself when evaluating copyright cases. The other consideration is whether the works are competitive in the market, but transformative trumps this.

When is a work derivative and when is it transformative? Derivative works are under the auspices of the copyright holder, but transformative works are considered fair use.

In the “Pretty Women” case, the judges said that multiple copies for educational purposes is a classic example of fair use. This is what the Georgia State judge cited in her ruling, even though she did not think that the e-reserves were transformative.

Best practices are not the same as negotiated guidelines. These are a broad consensus on how librarians can think about fair use in practice in an educational setting. Using the code of best practices is not a guaranteed that you will not get sued. It’s a template for thinking about particular activities.

In the Hathi Trust case, the National Federation for the Blind has asked to be added as a defendant because they see the services for their constituents being challenged if libraries cannot apply fair use to their activities that bring content to users in the format they need. In this case the benefit is great and the risk is small. Few will bring a lawsuit because the library has made copies so that the blind can use a text-to-speech program. Which lawsuit would you rather defend — for providing access or because you haven’t provided access?

Fair use can facilitate text-mining that is for research purposes, not commercial. For example, looking at how concepts are addressed/discussed across a large body of work and time. Fair use is more efficient in this kind of transformative activity.

What about incorporating previously published content in new content that will be deposited into an institutional repository? Fair use allows adaptation, particularly as technologies change. This is the heart of transformative use — quoting someone else’s work — and should be no different from using a graph or chart. However, you are using the entirety of the work, and should consider if the amount used is appropriate (not excessive) for the new work.

What about incorporating music into video projects? If the music or the video is a fundamental part of the argument and help tell the story, then it’s fair use. If you don’t need that particular song, or it’s just a pretty soundtrack, then go find something that is licensed for you to use (Creative Commons).

One area to be concerned with, though, is the fair use of distributing content for educational purposes. Course packs created by commercial entities is not fair use. Electronic course readings have not been judged in the same way because the people making the electronic copies were educators in a non-commercial setting. Markets matter — not having a market for these kinds of things helped in the GSU case.

The licensing market for streaming digital is more “hit or miss,” and education has a long precedent for using excerpts. It’s uncertain if an entirety of a work would be considered fair use or not.

Orphan works is a classic market failure, and has the best chance of being supported by fair use.

Solutions:

  • Stop giving up copyright in scholarly works.
  • Help universities develop new promotion & tenure policies.
  • Use Creative Commons licenses.
  • Publish in open access venues or retain rights and self-archive.

NASIG 2012: Discovery on a budget: Improved searching without a web-scale discovery product

Speakers: Lynn Fields & Chris Bulock, Southern Illinois University Edwardsville

They have a link resolver, database list, and A-Z journal list. They formed a task force a few years ago to redo the webpage. They decided to approach it from a UX perspective, rather than library committee perspective.

Their initial survey of users found what most of us have learned about our websites: too many links, too much text, too much library jargon. They implemented many changes based on this, and then then did some observational study of users doing two specific tasks. This also resulted in identifying confusing aspects of the library site, so they made more changes and did another observational study. For that one, they divided the participants into two groups in order to determine which aspect of the modifications was more effective.

They took what they learned from the website studies and applied that to a study of the catalog use. They wanted to know if users could find an ebook in the catalog (distinguishing it from a print book), understand the catalog displays (and use faceting), and understand the consortia catalog interface.

Lessons learned:
There’s a gap between freshman and senior instruction. They need to develop more instruction sessions on specific topics like ebooks and facets.

Discovery is more than the journey from search box to full text, and there are many factors that impact the end result. This includes the look of a database/catalog, names and labels for resources, placement of the search box, etc.

Core lessons:
1. names and language
Would students know how to define a database, periodical, e-resource, or even research? Using action-based language is more effective. Cutting down on vendor branding helps, too.

2. order matters
First impressions are important, so arrange the order of things by importance/relevance. Minimize reading. Descriptions or lengthy cues are often ignored.

3. be familiar
If you do a search in Google, Amazon, or WorldCat, you get very similar looking search results pages. If you put important content on the right column of your search results page, it won’t be as visible because users are used to ignoring advertising on that part of the screen.

4. let the users help you
Surveys, focus groups, observation studies… and get more than just the vocal minority. Observational studies are more about what they actually do than what they say they do, and are much more valuable in that way. Capture data about errors by making it easy for users to contact you (i.e. EZproxy host errors).

5. search boxes
No box can search everything, but people will use it for anything. If the search box is limited, make that clear. Searches of database titles (not content) can be problematic, as users expect it to search for article-level content.

6. work together
Discovery doesn’t respect department divisions. Work together from the beginning.

Don’t think that doing this once is enough. Keep it ongoing, and remember that the discovery process has many steps.

tl;dr — Usability studies and improving the user experience is hard, but necessary. Discovery isn’t just about buying some massive central index of content.

NASIG 2012: Managing E-Publishing — Perfect Harmony for Serialists

Presenters: Char Simser (Kansas State University) & Wendy Robertson (University of Iowa)

Iowa looks at e-publishing as an extension of the central mission of the library. This covers not only text, but also multimedia content. After many years of ad-hoc work, they formed a department to be more comprehensive and intentional.

Kansas really didn’t do much with this until they had a strategic plan that included establishing an open access press (New Prairie). This also involved reorganizing personnel to create a new department to manage the process, which includes the institutional depository. The press includes not only their own publications, but also hosts publications from a few other sources.

Iowa went with BEPress’ Digital Commons to provide both the repository and the journal hosting. Part of why they went this route for their journals was because they already had it for their repository, and they approach it more as being a hosting platform than as being a press/publisher. This means they did not need to add staff to support it, although they did add responsibilities to exiting staff in addition to their other work.

Kansas is using Open Journal Systems hosted on a commercial server due to internal politics that prevented it from being hosted on the university server. All of their publications are Gold OA, and the university/library is paying all of the costs (~$1700/year, not including the .6 FTE staff hours).

Day in the life of New Prairie Press — most of the routine stuff at Kansas involves processing DOI information for articles and works-cited, and working with DOAJ for article metadata. The rest is less routine, usually involving journal setups, training, consultation, meetings, documentation, troubleshooting, etc.

The admin back-end of OJS allows Char to view it as if she is different types of users (editor, author, etc.) to be able to trouble-shoot issues for users. Rather than maintaining a test site, they have a “hidden” journal on the live site that they use to test functions.

A big part of her daily work is submitting DOIs to CrossRef and going through the backfile of previously published content to identify and add DOIs to the works-cited. The process is very manual, and the error rate is high enough that automation would be challenging.

Iowa does have some subscription-based titles, so part of the management involves keeping up with a subscriber list and IP addresses. All of the titles eventually fall into open access.

Most of the work at Iowa has been with retrospective content — taking past print publications and digitizing them. They are also concerned with making sure the content follows current standards that are used by both library systems and Google Scholar.

NASIG 2012: Results of Web-scale discovery — Data, discussions and decisions

Speakers: Jeff Daniels, Grand Valley State University

GVSU has had Summon for almost three years — longer than most any other library.

Whether you have a web-scale discovery system or are looking at getting one, you need to keep asking questions about it to make sure you’re moving in the right direction.

1. Do we want web-scale discovery?
Federated searching never panned out, and we’ve been looking for an alternative ever since. Web-scale discovery offers that alternative, to varying degrees.

2. Where do we want it?
Searching at GVSU before Summon — keyword (Encore), keyword (classic), title, author, subject, journal title
Searching after Summon — search box is the only search offered on their website now, so users don’t have to decide first what they are searching
The heat map of clicks indicates the search box was the most used part of the home page, but they still had some confusion, so they made the search box even more prominent.

3. Who is your audience?
GVSU focused on 1st and 2nd year students as well as anyone doing research outside their discipline — i.e. people who don’t know what they are looking for.

4. Should we teach it? If so, how?
What type of class is it? If it’s a one-off instruction session with the audience you are directing to your web-scale discovery, then teach it. If not, then maybe don’t. You’re teaching the skill-set more than the resource.

5. Is it working?
People are worried that known item searches will get lost (i.e. catalog items). GVSU found that the known items make up less than 1% of Summon, but over 15% of items selected from searches come from that pool.
Usage statistics from publisher-supplied sources might be skewed, but look at your link resolver stats for a better picture of what is happening.

GVSU measured use before and after Summon, and they expected searches to go down for A&I resources. They did, but ultimately decided to keep them because they were needed for accreditation, they had been driving advanced users to them via Summon, and publishers were offering bundles and lower pricing. For the full-text aggregator databases, they saw a decrease in searching, but an increase in full-text use, so they decided to keep them.

Speaker: Laura Robinson, Serials Solutions

Libraries need information that will help us make smart decisions, much like what we provide to our users.

Carol Tenopir looked at the value gap between the amount libraries spend on materials and the perceived value of the library. Collection size matters less these days — it’s really about access. Traditional library metrics fail to capture the value of the library.

tl;dr — Web-scale discovery is pretty awesome and will help your users find more of your stuff, but you need to know why you are implementing it and who you are doing it for, and ask those questions regularly even after you’ve done so.

NASIG 2012: Why the Internet is More Attractive Than the Library

Speaker: Dr. Lynn Silipigni Connaway, OCLC

Students, particularly undergraduates, find Google search results to make more sense than library database search results. In the past, these kinds of users had to work around our services, but now we need to make our resources fit their workflow.

Connaway has tried to compare 12 different user behavior studies in the UK and the US to draw some broad conclusions, and this has informed her talk today.

Convenience is number one, and it changes. Context and situation are very important, and we need to remember that when asking questions about our users. Sometimes they just want the answer, not instruction on how to do the research.

Most people power browse these days: scan small chunks of information, view first few pages, no real reading. They combine this with squirreling — short, basic searches and saving the content for later use.

Students prefer keyword searches. This is supported by looking at the kinds of terms used in the search. Experts use broad terms to cover all possible indexing, novices use specific terms. So why do we keep trying to get them to use the “advance” search in our resources?

Students are confident with information discovery tools. They mainly use their common sense for determining the credibility of a site. If a site appears to have put some time into the presentation, then they are more likely to believe it.

Students are frustrated with navigating library websites, the inconvenience of communicating with librarians face to face, and they tend to associate libraries only with books, not with other information. They don’t recognize that the library is who is providing them with access to online content like JSTOR and the things they find in Google Scholar.

Students and faculty often don’t realize they can ask a question of a librarian in person because we look “busy” staring at our screens at the desk.

Researchers don’t understand copyright, or what they have signed away. They tend to be self-taught in discovery, picking up the same patterns as their graduate professors. Sometimes they rely on the students to tell them about newer ways of finding information.

Researchers get frustrated with the lack of access to electronic backfiles of journals, discovering non-English content, and unavailable content in search results (dead links, access limitation). Humanities researchers feel like there is a lack of good, specialized search engines for them (mostly for science). They get frustrated when they go to the library because of poor usability (i.e. signs) and a lack of integration between resources.

Access is more important than discovery. They want a seamless transition from discovery to access, without a bunch of authentication barriers.

We should be improving our OPACs. Take a look at Trove and Westerville Public Library. We need to think more like startups.

tl;dr – everything you’ve heard or read about what our users really do and really need, but we still haven’t addressed in the tools and services we offer to them

NASIG and ER&L

I’ve been an active NASIG member since 2002, and our conference participation (as well as over-all membership) has been declining every year. I think a big part of it has to do with our identity and the shift of serials librarians to eresource librarians. I believe NASIG still has relevance, particularly as a forum for conversations between librarians and the commercial side of the continuing resources industry. However, I think our conference and membership can sometimes get mired down in 25+ years of traditions and personalities.

ER&L seems to be avoiding that so far, so I spent a good bit of time thinking about why their model is working so well for drawing new and repeat attendees. There certainly was no lack of commercial side participation, both as presenters and in session attendance. Some of that may be due to an early adoption of sponsorships and a lack of a negative knee-jerk reaction to branding by the sponsors. There is also a more prominent placement of the vendor exhibits, situated in the middle of the conference schedule, and including free food and drinks to draw in participants.

The other big thing that stood out to me is the length of the sessions. Each concurrent session was no longer than 50 min, and the last 10 min was reserved for questions. We’re experimenting with shorter sessions at NASIG this year, in part due to Program Planning Committee member suggestions based on experiences with other conferences. I am hopeful that this will result in fewer instances of time-fillers such as lengthy introductions with info about home institutions that are rarely relevant and literature reviews that would be better presented as handouts than from a podium. Sad to say, but my generation and younger are not going to want to attend your dry, academic presentation. Give me some content and context that I can’t get from reading your paper in the proceedings, or else I have no reason to listen to you.

I’m not saying that I want NASIG to become a mirror image of ER&L, but rather we need to be more brash about our relevance to the community. Let us be an “and also,” not an “either or.” I derive tremendous benefits from attending both conferences and participating in both communities, and I’m very thankful that my home institution supports this. I wish everyone else had that benefit, too.

ER&L 2012 reflections

Texas treeTwo and a half days is just not enough time spent with my tribe. I could have gone all week. I’m not ready to go back to the real world.

This was my third Electronic Resources & Libraries conference, and I’ve been lucky to get to know a few more ER librarians every year. This year was particularly notable, as I was able to spend quite a bit of time talking with peers that I highly respect and look to as inspirations for my own work (Jamene Brooks-Kieffer and Marie Kennedy, just to name two). I did my best to keep it cool and not go fangirl all over them.

Most of the sessions I attended were solid, informative, and often inspiring in their own right. I’m still working through the project list generated last year, and now I have more to add or enhance what’s already there.

I plan to look into:

  • JTac software for acquisitions workflow
  • CORAL for ER workflow, but maybe not for ERMS, if that’s possible
  • MISO software for ingesting SUSHI (since my ERMS is only just starting to look at developing SUSHI ingestion)
  • Documenting ER workflows and procedures — I have been intimidated by this, since I’ll be starting from scratch and don’t know where to begin. I realized this week that I could use TERMS as a jumping off point.
  • Include a feedback form for each trial we do, rather than just relying on free-form email messages
  • Seeing about modifying the workflow for eDDA titles so that liaisons can move them to firm orders before the records are loaded in the catalog
  • Also, investigating options for pDDA for slip orders
  • Joining a relevant NISO working group, if anything comes up (Marie suggested we do this, and I’ve been interested for a while)
  • Being a leader in my library without being higher up in management or at least not beyond where I’m comfortable

There were a few sessions that left me wanting. For one, I keep trying to glean some insight into better ways of managing ER workflows, but our staff is so small and the people who tend to present on the topic come from libraries so large that it’s hard to see where the connections or benefits may be. I am still thinking about how to set up something that would trigger notifications of next steps, even if most of them would end up coming to me. My paper checklist form is okay, but it only works if I remember to do it and to check up on it.

Another session I attended was supposed to be all about a tech services department reorganization with an eye towards eresource trends. However, it seems that the presenter expected more results by now than what he was able to talk about, so most of the session beyond the introduction was about what should be happening rather than what has been happening. I think that it’s difficult to know six months in advance if your new project will be at a place worth sharing, but maybe conferences need to shift more of those kinds of topics to short sessions like the lightening talks, rather than risk the session being a dud because there aren’t enough relevant outcomes to share.

ER&L 2013 will be in Austin again next year, and shortly following the SXSWi conference. They hope to have some connections between the two, so if you’ve been on the fence about attending, that may be the year to take the plunge.

ER&L 2012: Leading From the Top, Bottom, & Middle — Owning Your Library Leadership

There are many different kinds of leadership. Everyone here has the potential to be a leader. They asked for words that mean leadership for the attendees, and some highlights from the wordle are vision, communication, decisive, innovative, confident, and inspiring.

What is your word for leadership?

CB: Clarity is most important to me in this field and others.

BT: Integrity — it’s hard to go with your true beliefs when they go against other pressures.

KGS: Changed word after hearing other responses. Optimism, because if you don’t believe you’re going to succeed, who else would. Also, faith. Hope to be able to talk about case studies, because she has four from libraryland in mind.

BT: Visionary is interesting. Sometimes you have to be a leader by going in a direction and having faith that it’s going to work out, not by knowing that it will.

What are your reactions to the words we chose, and what stands out?

KGS: Patience and impatience are missing. You need a balance of both to lead.

CB: Impressed by how many words were in reference to other people, like inspiring and motivating.

BT: Most exciting are communication and listening.

CB: Curious if these were generated by example or anti-example?

Why do you do so much work outside of your day jobs?

BT: When I see a problem that needs a solution, I think all it needs is some work done to make it happen, which is how ER&L got started. Attended an ACRL session about ER librarians in 2005 and saw a need for bigger discussion.

CB: What libraries do is critical. We have a calling.

KGS: Most significant work was in the late 90s on internet filtering issues. It was a natural extension of my calling that didn’t end when I walked out the door of my library at the end of the day. It’s part of the fabric of who I am as a librarian and a person.

Where do you think leadership is needed in librarianship today?

KGS: Everywhere. Many people are leaders at levels that are not well recognized. They’re not the shiny bloggers or people getting gold stars for things. People are doing equally important things at the local level.

CB: No matter where you work or what you do, it’s critical to step up and do the things that need to be done. What are you going to do about it?

KGS: And cultivating leadership with the people you work with.

BT: I’ve seen some examples of informal meetups of groups at ER&L that needed to get together. I see leadership happening all over the place.

How do you motivate or inspire others?

CB: Make people not scared of their own enthusiasm. Let it feed what you do.

BT: I leave Char’s presentations feeling inspired, and I try to think about what it is that she does. Think about why we are librarians and what we’re doing? We have a calling. Get at the core of why we are here, and that motivates people. You can get caught up in the spreadsheets and the things that don’t work, but continue to be mindful of why you are here.

KGS: You constantly have to remind people of their own excellence and capabilities, and thank them for their work. Communication is key. It’s not enough to have good ideas if you can’t do that. EJ Josey is one library leader that comes to mind, and in the 1960s was crucial for the desegregation of the state library associations. Marvin Skilkin (unabashed librarian), as a young library director, found out that publishers were doing price fixing. His testimony at hearings lead to the steep discounts that libraries still receive for print publications.

BT: When I was working on ER&L, I was two years out of library school. Told two leaders at Georgia Tech about it, and one was excited and supportive. The second leader thought she was crazy for trying to do it. However, having been motivated by the two different types of leaders, she thinks the more critical person was more of a motivator. Maybe challenging people to think through ideas is a good reality check for a leader.

CB: Does anyone else have issues with the word leadership? There’s an arrogance in there. There’s a chance of the followers not acting because the leader will do it.

BT: Char & Karen were uncomfortable with being invited to speak on a leadership panel. We need to own that. We need to be comfortable as librarians to think of ourselves as leaders when we’re doing leadership.

KGS: You can’t be wishy-washy. You have to claim it?

BT: Does anyone in the audience have questions, or see a need for leaders in the field?

A: What would you call leadership if you didn’t call it leadership?

CB: I have this image of leadership as a paternalistic figurehead. What does it mean to you? Maybe we should just try to model it.

KGS: Leadership from behind and leadership from the front — we have to balance both.

BT: Adjust our definition of leadership.

KGS: I have a public persona that is not really me, and that makes me uncomfortable. The one behind the scenes is the one with the leadership qualities, not necessarily the one everyone sees.

A: Embrace your inner leadership. I see it as starting from the bottom. What is your favorite curse word?

BT: I can’t say that.

CB: Hell & damn.

KGS: I was in the air force — everything I have is not safe for work.

A: One thing I don’t see in all the words is popular.

KGS: Words related to inspire and inspiration lead to the popular thing.

A: Keep focused on the user. Don’t worry about the job title they give you. Don’t worry about faculty/non-faculty.

BT: Motivate by reminding our selves why we’re.

CB: In the day-to-day, people can get dragged down. We need to yank them up.

KGS: Optimism is a discipline.

CB: We learn these behaviors by modeling our influencers. Thanks, Mom.

BT: Leadership is intentional.

A: Be realistic about limits. Librarians have a tendency to take on too much.

BT: I’ve heard that.

KGS: Picking and choosing your battles is important. Aging has taught me my limits. We have to pace ourselves for the long haul. No is not the same as not now.

A: Why aren’t we seeing more of this in our profession? I’m in my 27th year of librarianship. I love the optimism, but I’m so tired. Is it something about our profession? I use the words mentor or supportive colleague more than leader.

ER&L 2012: Working For You — NISO Standards and Best Practices

NISO is more than just the people at the office — it’s the community that comes together to address the problems that we have, and they’re alway soliciting new work items. What are your pain points? Who needs to be involved? How does it relate to existing efforts?

A NISO standard is more formal and goes through a rigorous process to be adopted. A NISO recommended practice is more edgy and discretionary. There are a lot of standards and best practices that have not been adopted, and it depends on the feasibility of implementation.

They’re talking about the Open Discovery Initiative. Discovery systems have exploded, and there are now opportunities to come together to create some efficiencies through standards. The working group includes librarians, publishers, and discovery service providers.

The project has three main goals: identify stakeholder needs & requirements, create recommendations and tools to streamline process, and provide effective means of assessment. Deliverables include a standard vocabulary, which the group has found they need just to communicate, and a NISO recommended practice. They plan to have the initial draft by January 2013 and finish the final draft by May 2013.

SUSHI was one of the first standards initiatives to use the more agile development process which allows for review and revision in 5-7 years. The down side to a fixed standard is that you have to think of every possible outcome in the standard because you may not get a chance to address it again, and with electronic standards, you have to be able to move quickly. So, they focused on the core problem and allowed the standard to evolve through ongoing maintenance.

SUSHI support is now a requirement for COUNTER compliance, and it has been adopted by approximately 40 content providers. MISO client is a free tool you can download and use it to harvest SUSHI reports.

Part of SUSHI’s success comes from being a part of NISO and the integration with COUNTER, but they’re not done. They’re doing a lot of work to promote interoperability, and they have published the SUSHI Server Test Mode recommended practice. They’re also preparing for release 4 of COUNTER, and making adjustments as needed. They’re also publishing a COUNTER SUSHI Implementation Profile to standardize the interpretation of implementation across providers.

Questions/Comments:
Major concern about content providers who also have web-scale discovery solutions that don’t share content with each other — will that ever change? Not in the scope of the work of the ODI. More about how players work together in better ways, not about whether or not content providers participate.

Why is SUSHI not more commonly available? Some really big players aren’t there yet. How fast is this going to happen? A lot of work is in development but not live yet. What drives development is us. [Except we keep asking for it, and nothing happens.] If you allow it to be okay for it to not be there, then it won’t.

JISC created a template letter for member libraries to send to publishers, and that is making a difference.
